South Yorkshire Mayor Oliver Coppard says he will not sign a bad deal as negotiations continue over the lease arrangements for Doncaster Sheffield Airport.
Around £160 million of regional funding has been approved for the wider reopening programme, but release of the funding remains subject to conditions, including changes to the current lease arrangements.
Preparatory work is continuing, with staff being recruited and the airport's airspace process progressing. The current public consultation on proposed controlled airspace and arrival and departure routes closes on Sunday 4 October.
The current programme is working towards significant passenger operations returning in 2028.
