Barnsley Council could formally begin work on a completely new Local Plan today.
The finished plan will eventually help determine where future homes, jobs and employment sites, roads, schools, services and protected land are located across Barnsley.
The council says it intends to take a brownfield-first approach.
However, it acknowledges there is not enough brownfield land to meet future housing requirements.
That means potential development on parts of the green belt could be considered as part of the plan.
