Barnsley Council's Cabinet is due to consider plans to create 40 specialist primary-school places for children with complex special educational needs and disabilities.
The proposal would transform The Mill in Worsbrough Bridge through major refurbishment and adaptation work.
The projected cost is now £7.37 million. That is more than double an earlier estimate of just under £3 million, after surveys and design work identified more extensive refurbishment, access work and specialist equipment requirements.
The scheme would also include work such as a new roof and accessibility improvements.
If approved, the first children could begin attending from September 2028.
Waterton Academy Trust has been selected as the council's preferred partner to operate the new specialist primary school.
The aim is to provide more specialist education closer to home for Barnsley families.
The project would be funded through the Government's ring-fenced High Needs Provision Capital Allocation Grant.
