Barnsley Council's cabinet is set to consider the start of work on a new Local Plan which will shape where homes, jobs, transport links, schools and health facilities are delivered across the borough in the years ahead.
The council says changes to national planning policy mean a full update is now needed. Early consultation is proposed for January 2027, with adoption targeted for September 2029.
Council leader William Brown says the authority will take a "brownfield first" approach. He has warned, however, that there is not enough brownfield land to meet housing targets, meaning Green Belt development will also have to be considered.
Residents, businesses and community groups are expected to be consulted from early next year as part of the process.
